Explanation of Material Transmitted:  The Office of Technology Transfer (OTT), Office of Intramural Research, NIH, is responsible for issuing patenting and licensing policy for the Department of Health and Human Services.  Policy is approved by the PHS Technology Transfer Policy Board and applies to several other agencies, including NIH.  Because policy information pertaining to patenting and licensing is maintained on the OTT Website, the NIH Manual Chapters listed below are duplicative and are, therefore, being rescinded.  Patenting and licensing policy information is available on the OTT Website at: http://www3.od.nih.gov/ott/.
