  • Purpose
    
    The Shared Resources Subcommittee was originally established to address the proper placement of selected resources that are supported in various organizations by the Management Fund. The committee members were appointed at the October 16, 1996, Scientific Directors meeting and given a five-point charge by the Deputy Director for Intramural Research (DDIR). The committee, a standing committee of the BSD, meets twice monthly, to evaluate how shared scientific resources are organized and managed at NIH and whether there are scientific activities supported by central management funds that would be located more appropriately in an IC.

  • Charge to the Committee
    
    Given the requirement of highest quality oversight and review of scientific activities at the NIH, the need of the NIH research community to have access to state-of-the-art technologies and novel approaches to the solution of biomedical problems, and the current limitation on resources such as space, budget, and FTEs, the Committee on Shared Resources of the Board of Scientific Directors was charged with the following:
    
    
    1. Evaluating existing shared scientific resources within DCRT [now CIT], NCRR [now DIRS, ORS] and other NIH entities to determine the appropriate administrative location of these programs to assure proper oversight and efficient utilization of NIH resources;
       
       
    2. Analyzing the impact of changes in administration of existing shared resources on budget, space, and FTE allocations and suggesting procedures to deal with these changes as well as a process to bring about change which is fair to all ICs;
       
       
    3. Reviewing specific proposals to change the administrative venue of existing shared resources;
       
       
    4. Suggesting new scientific resources, including their enumeration and how and where they should be established to assure accessibility to the NIH community (e.g., mass spectrometry, EM crystallography, combinatorial chemistry, transgenic facilities, etc.);
       
       
    5. Advising on the need to have a standing "Committee on Shared Resources" of the Board of Scientific Directors, including its membership and terms of office.
       
       

    The Ad Hoc "Committee on Shared Resources" will be advisory to the DDIR and will reach its conclusions after appropriate review of written materials and interviews of informed and interested parties including the leadership of NCRR and DCRT.

  • Major Recommendations and Resulting Actions to Date
    
    
    1. The SRS recommended that shared resources supported by the management fund should not be used for independent research. As a result, two DCRT laboratories were relocated to NICHD, the Laboratory of Biophysics and Structure (Adrian Parsegian) and the Laboratory of Cell, Tissue, and Medical Biophysics (Ralph Nossal). The In Vivo NMR Center is now managed by NINDS and operates under a Memorandum of Understanding to support users from all participating institutes. The Laboratory of Diagnostic Radiology Research was transferred to the Clinical Center (CC) to become the research arm of the CC Department of Radiology.
       
       
    2. The intramural shared research services of NCRR (i.e., the Biomedical Engineering and Instrumentation Program (BEIP), NIH Library, Veterinary Resources Program, and Medical Arts and Photography) were reorganized and placed under the Office of Research Services (ORS), OD, in a new Division of Intramural Research Services (DIRS). The NCRR Media and Glassware Unit has been combined with the ORS, Division of Safety, Media and Glassware Services Branch.

  • Committee Process

    Committee members are appointed by the DDIR.
    
    November
    Requests for nominations are solicited from the: IC Directors, Scientific Directors, Clinical Directors, Chairs of Special Interest Groups, NIH Fellows Committee, Women Scientist Advisors, groups representing under-represented scientists, and all intramural scientists (via the DDIR's Bulletin Board and The Catalyst). Nominations should be accompanied by a persuasive one to two paragraph summary on each scientist, including a précis of his/her work.
    
    December
    The Scientific Directors review nominations and make recommendations to the DDIR. The DDIR then forwards the recommendations to the NIH Director for final approval.
    
    September - June
    The annual lecture series commences in September and ends the following June.
