Process for Selecting New Tenure-Track Investigators, Senior Investigators, Senior Scientists, and Senior Clinicians*

Step 1: The Scientific Director (SD), IC Director, and Lab/Branch Chief, after consultation with senior investigators in the IC and/or the Board of Scientific Counselors determine the need for a new tenure-track or tenure position, or senior scientist or senior clinician.

Initial Sept 2: SD formulates a search committee ("committee") with concurrence of the IC Director and checks that these individuals will be willing to serve is asked. The Committee will consist of a least six members, including the following:

1. A chairperson, from within or outside the IC.

2. The Chief of the relevant Lab/Branch or a designees (optional).

3. A representative nominated by the DDIR.

4. The Women Scientist Advisor from the IC, or a designee.

5. A scientist who identifies him/herself as being an under-represented minority or disabled.

6. An OEO representative from the IC, serving ex officio without vote.

Other than the chairperson, these or additional members may come from the applicable Lab/Branch. All members of the Search Committee, except the OEO representative, will be sufficiently expert in the pertinent scientific area to be able to evaluate the credentials of candidates for the position.

Step 3: The SD sends to the DDIR a description of the position, the proposed Search Committee membership (except #3) identifying the credentials of the members, the proposed advertisement copy--which should be broadly written to attract the widest possible range of qualified candidates--and where the ad will be placed. The DDIR will designate his/her representative and approves the overall recruitment plan.

Step 4: The SD appoints and instructs the Chair and members of the Search Committee in writing (Sample(s) attached) and obtains the Committee's advice on changes that would improve the ad and on other mechanisms by which the opening can be publicized and potential candidates solicited.

Step 5: The IC personnel office will identify all qualified applicants and the Search Committee shall review the applications from all of these. The Committee will select promising candidates to be invited for interviews and scientific presentations. A short list (no more than 2 or 3) of highly qualified candidates will be reviewed by the Lab/Branch Chief, who will recommend one or more candidates to the SD. If the SD selects an individual and obtains approval of the IC Director, he/she will forward to the DDIR for review and approval: the name of the preferred applicant, a draft copy of the letter that offers the appointment and outlines specifies of the professional and personal resources being offered, and a short description of the search process, including where ads were placed, how many applications were received and reviewed, how many candidates were interviewed, and how a decision was reached.

*This is a sample of the sort of document that each IRP would file with the DDIR. Each IC is encouraged to make any modification it feels appropriate to promote a maximally effective recruitment. If desired, the procedures for the recruitment of senior as opposed to tenure-track investigators may differ. As noted in the cover memo, when substantive modifications in the filed procedures for a particular search are contemplated, they must be discussed with the DDIR.
