  1. Minutes of the August 20 Meeting: The draft minutes were approved without changes.
  2. Subcommittees Reports: Ms. Hedetniemi reported that focus groups will be conducted shortly with pre-IRTAS (post-baccalaureate, graduate students and technical) and with postdoctoral fellows (basic research and clinical). The Focus Group Subcommittee expects to have a first draft of a report on the focus groups by approximately December 1999. Dr. Garcia-Perez reported that the draft form for information collection on "Current Intramural Trainees Data and Recruitment Efforts"would be presented to the intramural AOs by Ms. Janis Mullaney, OIR's Intramural Management Liaison Director, at their meeting of October 7. After additional changes on the form suggested by the IAOs, the form will be ready to be forwarded to the Scientific Directors with the appropriate request for information. EEO Officers and intramural AO's also will receive a copy of the request and the form since their assistance in this task will be invaluable.
  3. Announcements:

    1. Dr. Garcia-Perez announced that Ms. Naomi Churchill-Earp has graciously accepted the invitation to be a member of the Working Group now that she has returned to OD as Director of the Office of Equal Opportunity.
    2. The one-page draft document that Dr. Gottesman presented to the NIH Diversity Council on Sept.15 was distributed. Dr. Garcia-Perez and Mr. Parker attended that meeting with Dr. Gottesman. The Council is advisory to Ms. Churchill-Earp. The Council was very supportive of the draft mission statement and the general goals of the NIH Academy.
    3. A handout with the year 2000 dates for meetings of the Working Group was distributed.


  4. "Working Document about the NIH Academy" Draft: Discussion continued on the working document. The word "biomedical" instead of "health" was suggested for the draft mission statement, but no consensus was reached. It was suggested also that the mission statement may need to reflect better the NIH Academy's intention to address "two disparities." The two disparities being the present disparities in recruitment of a diverse workforce in medical research (as stated in the title of the Slavkin Report), as well as the health disparities. The next point of discussion was the size of the NIH Academy. The discussion will continue at the next meeting. The suggestion that the Working Group have a retreat for a full-day early in the year 2000, and that Drs. Gottesman, Kirschstein, Rabson and Landis be in attendance, was supported by all members present. Dr. Garcia-Perez and Mr. Parker will poll these guests and the members to find an optimal date for the retreat.
