  1. Minutes of the July 16 meeting: The draft minutes were approved with one minor change: Dr. Yakel was present at the July 16 meeting.
  2. Human Subjects Research Form: Dr. Garcia-Perez reported that it had been necessary to submit a "Request for Review of Research Activity Involving Human Subjects" to the Office of Human Subjects Research in order to conduct the focus groups. Authorization for conducting the focus groups was granted by OHSR.
  3. Subcommittees Reports: Dr. Poodry and Mr. Parker reported that focus groups were conducted already on the following: Summer 1999 students: MARC, WINS, NIEHS, SIRP (medical students NIH-wide), returning non-local high school and college students, first-time students (local and non-local), and Undergraduate Scholarship Program (UGSP) scholars. Focus groups also were conducted with NIH-HHMI Cloister program scholars and with mentors of different types of trainees. Focus groups still need to be conducted with pre-IRTAS (post-baccalaureate, graduate students and technical) and with postdoctoral fellows (basic research and clinical). Dr. Garcia-Perez reported on the continuing development of the form for information collection on "Current Intramural Trainees Data and Recruitment Efforts." The latest draft of this form was discussed for input from the whole Working Group. It was suggested that the request to each IC Scientific Director for completion of the data form be shared with the IC EEO Officers, in addition to the AOs, since collaboration from the EEO Officers could be an integral part for the data's accuracy. Ms. Janis Mullaney, newly appointed OIR's Intramural Management Liaison Director, has volunteered to assist the subcommittee in this endeavor.
  4. "Talking Points about the NIH Academy" Draft Document: Dr. Garcia-Perez and Mr. Parker presented this short document written in collaboration with Dr. Counts. The document was meant for discussion that would lead to agreement on "talking points" about the NIH Academy that the members could start using for the many enquiries received and expected from the NIH community and interested parties outside about the NIH Academy. However, the Working Group decided that it was premature to share information that the Group itself had not come to consensus about. The draft document, written in a Question & Answer style, helped to focus the Group's attention on fundamental questions about the NIH Academy. A series of well considered revisions by Dr. Poodry and their discussion by the Group led to agreement on a working definition of the mission of the NIH Academy, its identity, its general relation to existing NIH programs, and a general statement of the expected outcomes. The resulting draft document, "Working Document about the NIH Academy," will be the principal instrument to continue the design and implementation plan for the NIH Academy. The Working Group agreed that the Q & A style helps to bring focus to all the aspects to be considered. Dr. Garcia-Perez and Mr. Parker will add a new set of Q's & A's to the draft "Working Document" for discussion at the next meeting.
  5. Slogan for the NIH Academy: The Working Group decided to table the discussion of a slogan until we have more clearly defined the NIH Academy.
  6. "Some Ideas and Suggestions Concerning the NIH Academy" Draft Document:
    Mr. Parker explained that the document that he had forwarded to all Working Group members included some ideas and suggestions of his own that were to be taken only as that and could be revisited as the Group as a whole developed the "Working Document about the NIH Academy."
